Up to 35,000 kindergarten students across Ontario will be enrolled in <a href="http://www.edu.gov.on.ca/earlylearning/">full-day learning</a> in September, 2010. The goal is to have the program for four- and five-year-olds fully implemented in all schools by 2015-16.<br />
Four- and five-year-olds will learn under the guidance of a teacher and an early childhood educator. Parents may also enrol their child for extended hours for a reasonable fee, before and after regular school hours. This will make it easier for parents to get to and from work and will ensure their children have an integrated learning program for the whole day.</p>
<p>This is part of the government&#8217;s ongoing plan to strengthen education that began with smaller class sizes, higher test scores, an improved graduation rate and <a href="http://www.edu.gov.on.ca/eng/document/nr/05.05/0517.html">Reaching Higher</a>. Building the skills and education of Ontario&#8217;s workforce is a key part of the government&#8217;s plan to create a stronger economy.</div>

<p>Evidence shows the H1N1 flu virus will be the main flu strain in circulation this fall in Ontario. It is important to protect those most at risk for complications from catching the flu this year. Seniors are most at risk for complications from seasonal flu while younger people are more at risk for complications from H1N1 flu.</p>
<p>By targeting those most at risk for complications from either of the flu strains, the province is effectively delivering the vaccine people need most to stay healthy and reduce the spread of flu.</p>
<p>Some studies in Canada show a potential association between prior seasonal flu vaccination and the risk of getting an infection with the H1N1 virus. Ontario is taking a cautious approach and is phasing in two flu vaccine programs:</p>
<ul>
<li>In October, the seasonal flu vaccine will be offered to Ontarians 65 years and over and residents of long-term care homes</li>
<li>H1N1 vaccine will be offered to the general population in November</li>
<li>The universal seasonal influenza immunization program will be offered to all other residents six months of age and older in December/January.</li>

			<content:encoded><![CDATA[<p>What is Bill C-428, and is it good for new Immigrants, well currently Canadians who have had a 10-year residency in Canada after the age of 18 can receive the Old Age Security (OAS) at the age of 65. Bill C-428 which is introduced by Liberal Dr. Ruby Dhalla that would, if passed, allow immigrants to receive the Old Age Security benefits just after three years being in Canada.</p>

<p>According to some Dhalla&#8217;s bill may cost taxpayers over $700 million and this would render the proposal very costly.</p>
<p>Different view points have arisen out of this Bill and where some think that this will help immigrants on one part, but certainly this is not fair to Canadians who have lived and worked here for many years.</p>
<p>Those who oppose this proposed Bill feel that only in Canada, government care more for other people than its own citizens.</p>
<p>Dhalla&#8217;s proposed Bill will help immigrant parents in their 60&#8242;s who migrated to Canada with their younger children and have no support from their home government and new country.  This will facilitate new Canadians as well as protect seniors already getting this benefit.</p>
<p>No doubt there are many lifelong senior citizens living near poverty who have come from third world countries and with this proposed Bill they could use more assistance.</p>
<p>The Conservative Government publically criticized member of Parliament Ruby Dhalla&#8217;s (of the Brampton-Springdale riding in Ontario) recently proposed a private member&#8217;s bill. Majority of immigrants support Liberal proposal and seem very happy that this will allow elderly immigrants to qualify for the Canada Pension Plan after just three years in the country.</p>
